A joint intervention of the Institute for Sustainable Public Procurement, NSZZ „Solidarność” and the Federation of Polish Employers resulted in ZUS checking tenders of their local and regional branches.
Its chair, Gertruda Uścińska, presented the results of the monitoring, after which a contract with one of the security companies has been cancelled in Płock.
In other cases it either did not notice any irregularities (Zielona Góra, Białystok, Suwałki) or it still is not finished (Poznań, Łódź, Wrocław, Opole).
Uścińska noticed that in some of the cases the fact that offers with rates by the winning companies were lower than the minimum hourly wage is due to the fact that some security companies get financial support from the National Fund for Rehabilitation of Disabled People (PFRON), like in Kraków.
In cases of tenders in Zielona Góra and Suwałki which seemed suspicious for us the controls of the National Labour Inspectorate (PIP) did not trace any wrongdoing.
ZUS also reminded about the internal document of its Public Procurement Department to directors of its branches in which he reminds them about ie. putting the requirement of hiring on job contracts under the Labour Code for companies offering security or cleaning services.
The PPD also reminds about putting in the documentation of the tender the minimum necessary personel need to fulfill the ordered task, as well as minimal requirements requiring the lenght of work (full-time, part-time etc.).
The document also takes notice of the need to reguralry monitor the observance of the tender requirements by pursuing anonymous queries amongst poeople hired by the company responsible for the tender, as well as verifying the documents it presents.
